To size a table cell, use the Layout tab that appears when a table is selected. In the Cell Size group you’ll find Height and Width options to set exact measurements. The Insert tab’s Illustrations group is for inserting pictures, shapes, icons, etc., not for adjusting cell dimensions. The Data Tools and Review tabs don’t provide cell sizing options either. So the place to set cell height and width is the Table Tools Layout tab, in the Cell Size group.
